This indicator encompasses financial commitments directed towards the development of critical ICT infrastructure, including both terrestrial and undersea cables, that have successfully achieved financial closure and benefit the public in various capacities. It specifically highlights substantial undertakings, such as operations and management contracts with significant capital investments and greenfield projects initiated by private entities or public-private collaborations. Excluded from this measure are smaller ventures, movable assets, and divestitures. The reported investment figures reflect both the funds allocated for constructing new facilities or enhancing existing ones, and the capital used to acquire government assets—such as rights for service provision and access to radio spectrums. Data is presented in current U.S. dollars from the year 2015 onwards, offering a focused view of the evolving financial landscape in ICT partnerships.
